Wyoming Connections Academy

A distance education program offered by Big Horn County School District #1


Resident district expectations

As part of the MOU process, the student’s resident district will identify a Liaison who will serve as the resident district contact for both Wyoming Connections Academy and for the student’s Learning Coach (typically a parent or extended family member). The Resident District Liaison will be provided tailored access to the Wyoming Connections Academy Learning Management System to monitor the progress of the student against the agreed-upon Distance Learning Plan and its milestones. The Resident District Liaison will notify Wyoming Connections Academy and the student’s Learning Coach of any concerns related to the academic achievement or overall well-being of the student.

In addition, the Resident District Liaison will also be responsible for: 

  • Approval of the student’s Distance Learning Plan 
  • Arranging for administration of the PAWS state testing program for the student 
  • Ensuring access to special education evaluations and services for students qualifying for such support 
  • Coordinate access to resident district extra-curricular activities for the student as requested 
  • Providing access to the resident district library and other facilities when necessary.

Training

The Resident District Liaison at the resident district will be provided basic training in the overall Wyoming Connections Academy and Wyoming Switchboard Network programs. Training will be provided by Big Horn #1/Connections Academy staff as requested. The Resident District Liaison will also be provided tailored access to the Wyoming Connections Academy Learning Management System to monitor the progress of students in their district against the agreed-upon Distance Learning Plan and its milestones.

In addition, the Wyoming Connections Academy staff expects to work closely with the resident district to ensure appropriate service to students with special needs, including curriculum and instructional modifications provided by the distance education teachers and direct/related services provided by the resident district. The program expects to collaboratively develop this partnership and its necessary training requirements.

Conflict resolution

Wyoming Connections Academy will include conflict resolution language in the Memorandum of Understanding with resident school districts.

Big Horn County School District #1 is interested in achieving and fostering a productive relationship with all program participants and the resident districts of the program participants. The following procedure ensures that grievances are addressed fairly by the appropriate people in a timely manner.

Big Horn County School District #1 prohibits discrimination against students/families/resident district staff on the basis of disability, race, creed, color, gender, national origin, or religion.

To ensure there is a complete understanding of the grievance, Big Horn County School District #1 asks the affected party to address in writing any concern or grievance to the Wyoming Connections Academy Principal. The Principal will respond within ten (10) working days. The Principal will also notify the Big Horn County School District #1 Superintendent of Schools of the grievance and the response.

If the concern or grievance is not resolved by the Principal, the filing party may, within ten (10) working days of the Principal’s response, request in writing a meeting (via phone or in person) with the Principal to discuss the concern or grievance. The Principal will investigate and respond within ten (10) working days.

If the concern is not resolved at the meeting with the Principal, the family may file a complaint with the Big Horn County School District #1 Board of Trustees.

All actions by Big Horn County School District #1 and the resident district will be in compliance with the Distance Education Program Rules and Regulations. If the interpretation of those rules changes during the effective dates of this MOU, actions will be changed to maintain compliance.
